Preparation of Projects in Transnational and Interregional Cooperation Programmes (Starttransnational Guideline – StartTransR)

The "Start Transnational" funding program targets Bavarian applicants such as municipalities, universities, companies, and associations wishing to apply for transnational or interregional EU programs. The funding aims to increase Bavaria's participation in these programs, boost the flow of ERDF funds to Bavaria, and strengthen the Free State's competitiveness through European networking.

Within "Start Transnational", the preparation of grant applications for the transnational programs Alpine Space Programme, Danube Transnational Programme, Central Europe, North-West Europe, and the interregional program Interreg Europe is funded. This includes concretizing the project idea, developing detailed plans, measures for the sustainable use of project results, as well as building partnerships and external consulting services.

The "Start Transnational" program offers seed funding as a grant to cover project preparation costs. The funding rate is generally 60% of eligible expenditures, up to a maximum of €18,000, with the possibility of increased funding under certain conditions. The funding period extends from approval until the submission deadline of the Interreg project.

To receive funding, applicants must meet various conditions, including mandatory personal consultation, ensuring co-financing, and compliance with the De minimis regulation. The project must demonstrate clear added value for Bavaria's spatial development and foresee cross-border cooperation.

The application procedure for "Start Transnational" is ongoing. Applicants must seek personal consultation beforehand and submit their application electronically to the Bavarian State Ministry of Economic Affairs, Regional Development and Energy. The review and approval are carried out by the Government of Upper Bavaria after preliminary review by the responsible state ministries. After the project ends, a proof of use, confirming the Interreg project submission and including a copy of the application, must be submitted.

The "Start Transnational" funding program is based on the funding guideline of the same name from the Bavarian State Ministry of Economic Affairs, Regional Development and Energy dated March 17, 2021. It is closely linked to Bavarian budgetary law provisions and European aid criteria, especially the De minimis regulation. The guideline came into force on April 1, 2021, and was valid until December 31, 2024.
