Schleswig-Holstein State Participation in the Operation of Temporary Municipal Collective Accommodation Facilities (tkGU)

This funding program is aimed at municipalities in Schleswig-Holstein and supports them in the provision and operation of temporary municipal collective accommodation facilities (tkGU). The goal is to assist municipalities in accommodating displaced persons, especially war refugees from Ukraine, and to gain time for creating decentralized housing.

The program subsidizes the operation of temporary municipal collective accommodation facilities (tkGU) for displaced persons, with a focus on war refugees from Ukraine. The funding covers various operating costs necessary to ensure adequate accommodation and care. No specific sectors in terms of industries or branches are excluded.

The funding is provided as a non-repayable grant and covers up to 90 percent of the eligible total costs. There is a de minimis threshold of 10,000 euros per application. The measures must be implemented by the end of 2024.

Specific requirements apply to the funding regarding accommodation capacities, occupancy with displaced persons, and the concepts to be submitted. Minimum spatial and infrastructural requirements for the accommodations are also important. Double funding is excluded.

Applications for funding must be submitted to Investitionsbank Schleswig-Holstein (IB.SH). There are different deadlines for facilities already in operation and newly established facilities, as well as for the reimbursement of readiness costs. The approving authority decides on applications within the framework of available budget funds.

The funding is based on the directive for the participation of the State of Schleswig-Holstein in the operation of temporary municipal collective accommodation facilities (tkGU). This directive sets out the basis for granting the subsidies and refers to other relevant regulations and international agreements.
