Commercial E-Mobility

The WELMO program funds small and medium-sized enterprises as well as self-employed individuals with a registered office or branch in Berlin, who wish to expand electromobility as part of their commercial, non-profit, or freelance activities. The aim is to promote the electrification of commercial vehicle fleets to reduce CO2 emissions and shape a climate-neutral capital.

The WELMO program supports various measures in the field of electromobility, including consulting services, the purchase of electric vehicles (including e-inclusion taxis and two-wheelers), the development of charging infrastructure, and investments in corporate mobility management. Both new vehicles, used cars (Jahreswagen), and leased vehicles are funded.
Type and Scope of Funding
The funding is provided as a non-repayable grant. The amount of the grant varies depending on the funding object, from fixed amounts for two-wheelers to proportional funding for vehicles and charging infrastructure with respective maximum limits. The program can support up to 50 vehicles per applicant.
Conditions and Requirements
Applicants must meet various legal and technical requirements, including compliance with the De Minimis Regulation, the obligation to use 100% renewable electricity for charging infrastructure, and adherence to a tying period for funded goods. Project commencement before receipt of the funding confirmation is not permitted.
Application Procedure
Applications are submitted electronically via IBB Business Team GmbH. Essential company proofs are required, as well as specific documents depending on the module applied for, such as offers for vehicles or charging infrastructure and De Minimis declarations. Disbursement is made in a lump sum upon proof of the investments made.

The "Business-Related Electromobility" funding program is based on a specific funding guideline that defines its purpose and funding conditions. The legal basis also includes Berlin's State Budget Ordinance and the General Ancillary Provisions for Grants for Project Funding, supplemented by the EU's De Minimis Regulation.
