Cross-Regional Open Disability Services
The program "Cross-Regional Open Disability Services" (Überregionale Offene Behindertenarbeit) by the Free State of Bavaria and the Bavarian districts supports services offering low-threshold outpatient assistance for people with specific disabilities. The aim is to promote social participation in accordance with SGB IX and the UN Convention on the Rights of Persons with Disabilities, by subsidizing personnel, material, and travel costs, as well as initial equipment.
Who is Funded

It supports non-profit associations and their affiliated organizations that offer low-threshold outpatient assistance for people with specific disabilities to promote their participation in social life. The geographical coverage extends over at least one planning region in Bavaria, with the goal of Bavaria-wide provision.
What is Funded
The funding focuses on ensuring low-threshold participation offers for people with specific disabilities. Personnel and material expenses, as well as costs for initial equipment and travel expenses necessary for fulfilling the core tasks of cross-regional OBA services, are funded. The program aims to cover special disability-related needs that are not already covered by other social benefits.
Type and Extent of Funding
Financial support is provided as a grant in the form of annual funding flat rates. These flat rates cover personnel, material, travel costs, and initial equipment, with the amount varying depending on the type of personnel and expenses. The grant is awarded as fixed-rate financing and requires a co-payment from the recipient.
Conditions and Requirements
Various legal and conceptual requirements must be met for funding. These include the coordination of the professional, personnel, and organizational concept with the involved bodies, the alignment of the services with specific impairments according to the UN Convention on the Rights of Persons with Disabilities, and the assurance of quality control measures. Specific budget rules and the preferential use of other funding sources must also be observed.
Application Procedure
The application procedure requires the timely submission of initial and follow-up applications through the top or state associations or directly to the competent authorities. Applications must contain detailed financing plans and concepts. Approval takes place after coordination between the Free State of Bavaria and the districts, whereby disbursement can be made in installments and comprehensive proof of use is required.
Legal Basis
The funding is based on the Guideline for the Promotion of Cross-Regional Outpatient Services to Ensure the Participation of People with Intellectual and/or Physical Disabilities, as well as Sensory-Impaired and Chronically Ill Individuals (Funding Guideline Cross-Regional "Open Disability Work"). This guideline, jointly published by the Bavarian State Ministry of Family, Labor and Social Affairs and the Bavarian districts, defines the legal framework and funding purposes.
