Participation in Social Life through Information and Support for Older People (Guideline AGATHE)
The AGATHE (Aging in the Community – Thuringian Initiative Against Loneliness) guideline promotes low-threshold counseling and information services for older, single-living individuals in the post-employment phase in Thuringia. The program aims to strengthen social participation, improve quality of life, and maintain independence in the home environment to prevent increasing care needs. It is characterized by a two-stage application process and a focus on municipal integration.
Who is funded
The AGATHE program in Thuringia supports districts and independent cities that offer low-threshold counseling and information services for older, single-living individuals in the post-employment phase. The aim is to strengthen social participation and improve the quality of life for this target group. Funding is limited to specific social areas within Thuringia.
What is funded

Personnel, material, and administrative expenses for counseling specialists and for the further development of the funding program through innovative projects are funded. Certain cost categories are eligible, while investments and statutory benefits are excluded. The program focuses on providing services and building capacity.
Type and Scope of Funding
Funding is provided as a non-repayable grant in the form of project funding. The funding rate varies depending on the funding year and subject, being up to 90 percent of the eligible costs in the first two years and up to 80 percent thereafter. For program development, the grant is also up to 80 percent, limited to a maximum of 100,000 euros per year with a maximum funding period of two years.
Conditions and Requirements
The funding is subject to specific requirements, including successful participation in a concept selection process and the qualification of the personnel deployed. There are precise guidelines for cooperation between initial and final recipients, as well as for the use and accounting of funds. Transparency and participation in program controls are also required.
Application Procedure
The application procedure for the AGATHE program is two-tiered: first, a concept selection process is carried out by the responsible ministry, followed by the actual application submission to the Thuringian State Administration Office. The submitted concepts are evaluated by a jury according to formal, content-related, and economic criteria.
