Promotion of Participation and Support for Older People (RL Older People) Open
The “Promotion of Participation and Support for Older People” program by the Free State of Saxony offers grants for diverse projects. It aims to improve the living conditions of older people and counteract the effects of demographic change by supporting, among other things, daily companionship, care coordination, and innovative model projects. This program stands out due to its specific focus on Saxony's demographics and its broad range of funding areas, from direct daily support to scientifically supervised developments.
Who is funded?
The funding program is aimed at various actors in the Free State of Saxony who implement projects to improve the living conditions of older people and mitigate demographic development. The funding includes non-profit organizations, municipalities, as well as natural and legal persons active in the fields of elderly assistance and care, to ensure social participation and care for older people.
What is funded?
The funding program supports a wide range of projects and measures focused on the support and participation of older people in the Free State of Saxony. This includes specific services such as daily companionship, the establishment of care coordinators, and the implementation of regional care budgets. Furthermore, supra-regional initiatives and scientifically supervised model projects for developing new methods are funded. The support generally covers personnel and material expenses, with specific funding rates depending on the area.
Type and Scope of Funding
Funding is provided exclusively as a grant in various forms, depending on the specific funding area. The amount of the grant varies from fixed monthly flat rates for daily companions and care coordinators to percentage funding rates for personnel and material expenses for supra-regional projects and model projects. The maximum funding amount can reach 90 percent of the eligible expenses, with minimum grant amounts per individual case to be observed.
Conditions and Requirements
Specific conditions and requirements apply to the granting of funding, which concern both the application process and the implementation of projects. These include deadlines for application submission, regulations for project start, data security requirements, and compliance with budgetary and state aid regulations, particularly the De minimis rule. Furthermore, co-financing by the applicant is required, as full financing is excluded. The submission of documents should also be done electronically.
Application Procedure
The application process requires timely submission of documents to Sächsische Aufbaubank – Förderbank – (SAB). Depending on the funding area, there are specific deadlines or a three-month period before the project start. The evaluation of applications is always carried out in agreement with the State Ministry for Social Affairs and Consumer Protection, and the disbursement of grants generally occurs in several installments.
Legal Basis
The legal basis of the funding program is the Guideline of the Saxon State Ministry for Social Affairs and Consumer Protection. In addition, general budgetary regulations and data protection requirements apply. These regulations ensure the legitimacy and framework for the implementation of funding measures.
