Housing Promotion Program – Acquisition of Existing Properties without Modernization

The housing promotion program in Saarland primarily targets private households, especially families and households with children, who cannot adequately provide themselves with housing on the market. The funding is geographically limited to Saarland and aims to support the formation of owner-occupied residential property as well as the creation of rental housing.

Various measures in the area of owner-occupied residential property and rental housing are funded, including new construction, acquisition of existing properties, and modernization. The funding also includes specific measures to reduce barriers. Excluded, however, are purely cosmetic repairs, extensions, and acquisitions from relatives.

Financial support is mainly provided in the form of a loan, which can be supplemented by a repayment grant. The loan amount is determined per square meter of fundable living space and can vary depending on the measure. The maximum funding amount is fixed, and there are specific conditions for the project duration and the disbursement of funds.

The funding is subject to strict conditions, including income and burden limits, as well as compliance with construction and quality standards. There are requirements for own contributions and the type of financing. In addition, EU state aid regulations, particularly the DAWI Exemption Decision, must be observed to avoid overcompensation.

The application process requires the early submission of complete documents to the Saarländische Investitionskreditbank (SIKB) before concluding the contract. Applications are processed in the order of their receipt, and the funding commitment is made through a formal administrative act.

The funding program is based on a series of administrative regulations and laws of Saarland as well as EU legal provisions. The relevant guidelines and laws define the framework conditions for housing promotion and ensure its lawful implementation and monitoring.
