Housing Promotion Program – Modernization of Home Ownership

The program targets private individuals and households, especially families with children, who wish to modernize their self-occupied residential property in Saarland and require support. Funding is tied to specific income limits and the geographical location of the residential property, ensuring permanent use of the modernized living space.

Various modernization measures for self-occupied residential property such as single or two-family houses and condominiums are funded. This includes increasing utility value, saving energy and water, and improving accessibility. Certain costs are eligible for funding, while others, such as mere cosmetic repairs, are excluded. The program supports projects at various development stages, from planning to construction.

Funding primarily takes the form of a loan, which can be supplemented by a repayment subsidy. The maximum loan amount is up to 70,000 Euros for self-occupied residential property, depending on the eligible costs. Project durations are fixed, with construction work to begin within 6 months of approval and completion within three years.

Various conditions must be met for application and receipt of funding, including income limits, the location of the property in Saarland, and a required own contribution. Certain construction standards must be adhered to, especially regarding accessibility and energy efficiency. The program is subject to EU state aid law and provides for a fixed purpose for the funded housing units, ensuring long-term use as residential space.

The application for the program must be submitted to Saarländische Investitionskreditbank AG (SIKB) before construction begins. Processing takes place in the order of receipt of complete and processable documents. The funding commitment is issued as an administrative act.

The housing promotion program is based on specific administrative regulations of the Saarland Ministry of Finance and Europe. These regulations are closely linked to the Housing Promotion Act (WoFG) and the Saarland Budgetary Regulations to ensure legally sound and transparent funding. Additionally, European state aid rules, particularly the DAWI Exemption Decision, are important.
