Housing Promotion Program – Special Program for Financing Housing in Areas with Increased Housing Demand – Rental Housing

This Saarland funding program targets natural and legal persons who wish to create affordable housing in Saarland. The support aims to provide lower-income households, especially families and households with children, with adequate housing, whether through rental apartments or owner-occupied housing. Projects must be located within Saarland.

The program supports various housing construction measures, from new construction to significant building modifications, for both rental and owner-occupied housing. There are clear criteria for eligibility, including specific exclusion grounds and requirements for project phases.

The program offers low-interest loans and supplementary repayment grants, the amount of which depends on the type of construction measure and specific criteria such as accessibility or the duration of commitments. Financial support is set at specific amounts per square meter of living space.

The granting of funding is tied to specific conditions, ranging from the location of the property and compliance with building regulations to income limits for tenants. There are also regulations regarding own contribution and the prohibition of cumulation with other funding programs.

Applications for the Housing Promotion Program must be submitted to Saarländische Investitionskreditbank AG (SIKB) before construction begins. The approval of funding is at the discretion of the responsible authority.

The funding program is based on a specific administrative regulation of the Saarland Ministry of Finance and Europe and is subject to the provisions of the Housing Promotion Act (WoFG) as well as other state law provisions.
